all retired. The point of my suggestion is that while these retired
officers do sufficiently well when they have a British officer to
k&.ep them up to the mark, I do not think that a retired officer would

a success in sole command. At one time before Byard took over the
Ci *ps, it was commanded by a retired Indian officer, and the results
were far/^ from satisfactory. His Highness welcomed this suggestion.
