VTiile appointment of military
officer to Lingah meets immediate
requirements, it does not meet our
other needs there. I find that
STEPHENS, Assistant Registrar at
Bushire, who has more than once
officiated as confidential assistant,
has knowledge of telegraphy, and he
also knows Persian and has long
