pamphlet form amonsc a population which has, to some extent,
been able to assimilate it* But in £outh Persia, subversive
ideas appear to have bean spread largely by word of mouth,
and it is obviously extremely difficult to obtain proof of
such furtive activities, short of catching the propan:an lists
red-handed and extorting confessions from them, or else
getting the propaganded to bear witness. It is likewise
extremely difficult to trace arms distributed by ooviet
agents, or at least to trace them beyond doubt to their
source. The only way to obtain the sort of proof required
would be the Chinese way. of carrying out surprise raids on
Soviet premises in Persia. This can, of course, only be
done by the Persian authorities, and it is certainly not
for us to suggest it to them*.
Generally sneaking, great caution is requisite in
making use of such infonnation as reaches us, not only for
the reason given in my telegram of July 23, although this
is of the greatest importance, but also because of the
danger of laying ourselves open to the accusation of
propaganding against the Russians in the East, a complaint
