My dear Monteagle,
On receipt of your letter of July 4th (E 3200/G)
I sent you a private wire (July 16th) to enquire whether there
was any objection to my informing Teymourtache at my discretion
of the gist of this letter.
In your telegram of the 23rd you say that this is
undesirable unless the matter seems to me to be of the utmost
importance, in which case I may use the information - disguised
as much as possible.
Now while I realise for the reasons you give the
need for the very greatest caution in disclosing such inform
ation, I do honestly believe that it is not only useful but
necessary to keep prodding Teymourtache on the subject of Bolo
propaganda in this country. Soviet agents have been more
active this year than last in spreading their lies, e.g.,
1. Great capital was made of the Afghan situation to
put it about in Persia that we had worked the whole thing and
that when it suited us we should not hesitate to do the same
in this country.
2. The very dangerous situation created in May and
June for the Anglo-Persian Oil Company was the direct work of
Soviet propaganda.
3. A more or less persistent campaign has gone on
against the Imperial Bank of Persia.
4. We have been credited with stirring up the present
tribal troubles including, furnishing arms, etc.
As you know the Shah and to a lesser degree
