Your secret letter of this date conies very oppor
tunely, for I have just passed the draft of a letter to
you calling attention to the danger which may be caused
to our relations with Persia unless we make it clear to
the Government of India that they must not order British
troops to cross the frontier without the assent of the
Persian Authorities or previous agreement with His Majes
ty’s Minister at Teheran. I have,too, just read and marked
for circulation a very interesting memorandum from Hodgson
at Moscow dealing with the attitude of Russia to Afghanis
tan, about which I think he and I are more immediately an
xious than the Government of India. Now comes your letter.
My inclination is to put your suggestions to Loraine and
to get his comments upon them. He has been wonderfully
