Under Secretary of State
In accordance with the instructions of the
Secretary of State on the note "below, a draft private
letter to Mr.Chamberlain is submitted. Attention
ought perhaps to be drawn again in this connexion to
Sir P.Loraine’s telegram l T o.25 of the 2nd February
last (slip A), in the broad conclusions of which
the Secretary of State has expressed his entire
agreement, and to his despatch l T o.85 of the 13th
February and enclosed circular instructions to
Consular officers in Persia (slip B) (whichtile Foreign
Office appear to have approved). In these circular
instructions, dated the 7th January, Sir P.Loraine
expressed the view that ’the best attitude as regards
the Russians is a rather contemptuous indifference to
their sordid and shifty intrigues’, and told
Consular oificers thao they should not compete with

the Russians, but should stand on a higher level.
