I asked the Aga Khan to come and see me
the other day about Bolshevik propaganda among his
followers on the N. rr . Frontier. He was very willing
to do what he can to counter it - as he always is.
But he went on, quite spontaneously, to say that in
his opinion the real danger to India is in Persia.
He said he had already spoken to you and to Mr.
Chamberlain, and he begged me to impress this on you
again. He claims to have better secret information
than we have (which is probably true), and in his
opinion if we are not careful we shall have a
Bolshevik republic in Persia within two years, at
our doors. His remedy is to support Reza Khan at
all costs, both positively by giving Rfin the help
he asks for, and negatively by abstaining from
pressing demands 'e.g. for repayment of debts, or
revised customs) which make his position difficult.
Probably the Aga Khan exaggerates - he is
always rather an alarmist; but I feel that the time
has cane when this Office and the Foreign Office ought
to consider very seriously whether the purely negative
attitude
