BAHRAIN.
i. Major Holmes rather to my surprise said that though he
had 1 nformed Mr. Skinner iniorrsa i ly of the P.C.L.'s proposal to
obtain a concession from the Shaikh with regard to the remaining
area of Bahrain not covered by the Bahrain Petroleum Company's
concession, Mr. Skinner did not appear in any way perturbed,nor
did he (Major H.) think that the B.P.C. proposed to compete with
the P.C.I.. in the matter of the remaining area. However, he
irill be able to confirm this attitude when he returns to
Bahrain.
2. Major Holmes said that Mr. Skinner had informed him
tha-t they - the B.P.C. - were "sitting pretty" with His
Majesty's Government i.e. were on good terms with them. That
the B.P.C. much appreciated the sympathetic attitude and
assistance which His Majesty's Government had extended towards
them and were out to reciprocate in every way possible.
g. The questionof the rights of the B.P.C. outside their
ctual oil area in the matter of fresh water, telephones,
pipe-lines, Sitra harbour, roads, etc. was then discussed.

The file concerns negotiations over the granting of oil concessions to companies with a significant British interest by a number of states on the Trucial Coast A name used by Britain from the nineteenth century to 1971 to refer to the present-day United Arab Emirates. : Dubai, Sharjah, Ras-al-Khaimah, Abu Dhabi, and Ajman. The negotiations were initially with the Anglo-Persian Oil Company Limited (APOC) (later known as the Anglo-Iranian Oil Company (AIOC)) and the D'Arcy Exploration Company Limited, but D'Arcy's rights were subsequently taken over by Petroleum Concessions Limited (PCL) (a subsidiary company of the Iraq Petroleum Company (IPC), but in which the Anglo-Iranian Oil Company were a partner).
