Sir,
The u lJirun-al-Qura ,f recently announced the following
Hejazi appointments abroad:
Sheykh Hafidh ¥ahba _ as Ibn Sa'ud's Envoy Extraordinary
and Minister Plenipotentiary at The Hague;
Sheyhh Abdullah Ibrahim al Padhl as first Secretary in
charge of the H ejazi Legation at The Hague; and
Seyyid Hamza al Ghouth as Hejazi Consul in Batavia.
2. The creation of a Legation at The Hague has long
been in contemplation but is understood to have been held
up on financial grounds. I learn in confidence from
Mr. Philby, who claims to have seen the figures, that the
maintenance of their Legation in London costs idle Hejazi
£5,200. Government five thousand two hundred pounds a year. The
rent of 42, Eaton Place is supposed to account for one
£1,500. thousand five hundred pounds of this sum.
3. Sheykh Abdullah is about 35 years old and a
son of the late Ibrahim al Padhl, head of the erstwhile
considerable Kejazi firm of n E •A.Alfazal*’ of Bomoay.
The firm has recently gone into a bankruptcy which some
consider fraudulent and Sheykh Abdullah, as one of the
directors, has retired from before its creditors to the
Hejaz, where he has since been living on the King s
charity. He understands English but speaks io sadly.
As far as I can discover his only previous contacts with
Europe

for Foreign Affairs.
