good as to inform me whether it is a fact that the flags
hitherto flown by these offioiala were attached to flag-
staffs planted in the ground or to flngstaffs projecting
from the buildings which they occupy, and whether, in
the former case, the flagstaffs are in ground which
unquestionably belongs to the Company*
