assembled road transport and special trains at Srzeroimi to
convey through Turkey some 1*200 diplomatic and non
dip lomatic refugees from Persia who should already have
arrived at the frontier but have failed to do so.
2. Ministry of Foreign Affairs hear rumours that
they are being detained in the Soviet-controlled zone.
3. As Turkish Government cannot keep transport at
Erzeroum very long, they wish to know if there is any truth
in these rumours, and if so when refugees may be expected
to reach the frontier. —
4. I shall be grateful for any light you can throw
on this situation. It seems desirable that refugees shoub
arrive now that transport is available and before its
dispersal which might entail staying in Turkey for a time.
The present arrangement is for their transit through
Turkey.
