semi-officially stating that, in the event of United non-
discriminatory increases being ^mue in duties on goods

will b© willing to agree to a modification of Article 6 of the
treaty of 1891, in the sense desired by the uscstt State, or
to go even further and grant to the ^usc t it&te full tariff

with the French and American treaties.
