His Majesty’s Government are at
present negotiating a treaty with the
Persian Government in which each of the
parties agree to respect the territorial
independence of the other.
His Majesty’s Government wish to
include in this clause the Sultanate
of Muscat and Oman and the Sheiichdoms
of Bahrein and Kuweit so that the
Persian Government will respect their
territorial independence.
In order to do this it is necessary
for His Majesty’s Government to give a
reciprocal undertaxing to respect the
territorial integrity of Persian
Government in their own name and in the
name of those States and territories to
which this article refers.
I have therefore been directed to rec
request Your Highness to grant His
Majesty’s Government a formal letter
authorising His Majesty’s Government to
sign the non-aggression clause in the
sense of the draft a copy of which I am
enclosing herewith*

The remaining half of the file documents the efforts of British officials to trace evidence of a reported treaty between Persia and Muscat from 1856.
