Sir,
I am directed by J^r. Secretary Eden to
request you to inform the Secretary of State for India
that he has had under consideration your letter No.
P.Z. 1693/36 of the 17th April, regarding the proposal
that the Sheikhs of Bahrain and Koweit should in future
be addressed as ,, Highness ,, instead of "Excellency", and
to state that, in deference to the views expressed by
the Government of India, and subject to the following
observations, Mr. Eden does not wish to raise further
objection to this proposal.
2. Mr. Eden observes, hov/ever, that in paragraph 4
of your letter No. P.Z. 1693/36 of the 17th April, it is
implied that these Arab rulers are not under the
suzerainty of the Crown. Furthermore in the correspondence
forming the enclosures in your letter under reply,
reference is made by the Government of India, and by the
Political Resident
