THE Under-Secretary of State for Foreign Affairs presents his
compliments to the Under-Secretary of State for India, and is directed
^ hy the Secretary of State to enclose herewith a despatch for trans-
^ mission by the earliest opportunity to His Majesty’s Minister at

Kabul.
2. Should the Secretary of State for India have any observations
which he thinks could be usefully embodied in this communication, it
is requested that it may be returned immediately to this Department,
with a note to that effect, in which case no further action would be
taken here pending the receipt of the observations of the Secretary of
State for India, to be communicated in accordance with the usual
procedure.
