for the subsidy from 1st January 1917 for 6 months
payments from July to December 1917 appear to have been
made without formal authority. Payments from January
1918 onwards have been made at the direction of the
Middle East Committee. The authority extended to
the Civil Commissioner being to dole out money in
such quantities as Cox may think desirable. Besponsibilitj
