Our reasons for.suggesting that the paper
we prepared should be put to the^ Chiefs of Staff,
were based on our desire to secure that the
Trans-Arabian Company's pipeline did actually end in
Palestine* It seemed to us that as things were
developing we might fall in iij£e object, either if we
were not clear in our own minds as to the most
desirable site for the tertoinal at the time the
Company sent its engineers to investigate the question
in Palestine, or alternatively that we might, in view
of the strategic background revealed in the Joint
Planning staffs draft paper, press the Company to go
totthe south of Haifa which the Palestine authorities
have so far told us is the chly possible choice for
the site* In the latter instance there seems to be
at least a risk that the Company might prefer to go
to the Lebanon or to Egypt rather than to an
unsuitable site in Palestine*

The file largely consists of papers relating to Trans-Jordan and Palestine, and to a lesser extent, Saudi Arabia and Egypt (including correspondence from the Colonial Office, the High Commissioner for Palestine, and the Ministry of Fuel and Power, and memoranda issued by the Cabinet Chiefs of Staff Committee).
The papers also include: correspondence concerning a proposal from the Arabian-American Oil Company (Aramco) for a hydrographic survey of the coast of Koweit [Kuwait] (including the Kuwait Neutral Zone), May-August 1945; and discussion of agreements between various oil companies (including the Standard Oil Company of New Jersey, and the Anglo-Iranian Oil Company) relating to Kuwait oil, December 1946-June 1947.
