280. Postage Due. —The amount of postage marked as due on
official postal articles received by the foreign post for delivery to
officers of the Government will be initialled by the Postmaster or other
officer, authorised in this behalf by the Director-General, Posts and
Telegraphs, of the office of delivery.
281. Prepayment of Postage.— In the case of official corres
pondence, sent abroad, the prepayment of postage is compulsory.
