The present position is that the Cousnonwealth ielations
Office are maintaining responsibility for the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran.
until 1st April, when the Foreign Office will take over.
This was the result of a Cabinet decision tauten wlien it was
thought that the handing caver of power would be in June, 194&
It lias not been iought necessary to make any change in view
of the ante-dating of the handing over though the point has
not escaped notice lie re.
The main advantage of maintaining the existing position
until the end of March is on administrative grounds. The
Political Resident’s budget is being borne on the India and
Burma Services Vote for the financial year, 19A7A& and if
responsibility vere now transferred to the Foreign Office it
vould have to be arranged for tiie cost to be borne on the
Foreign Office Vote for the remaining few months. e are
also still in direct correspondence with the Governments of
India and Pakistan on certain questions and if responsibility
were transferred to the Foreign Office we should still have
to act as the channel for such correspondence.
On the other hand the disadvantages of maintaining the
present position are (a) it is hardly in accordance with its
proper functions that the Cacs.iOnwealth Relations Office shoulc
deal with the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. and (b) other parties such as the
U.3. Government might criticise tne position on the grounds
that we are treating the Gulf States as within the Common
wealth whereas they are not in fact in that position.
As regards (a) we may agree that the position is
anomalous. mewer the anomaly matters, however, is for
higher authority to say. I should doub": nyself whether our
