responsibility for the J/ersi&n Ckilf is likely to engender
any friction with the Goverrments of India and iakistan.
•There are certainly some points in which our interests are
not quite identical, but IUM.G. are representing tlie
interests of India and Pakistan in the Gulf for the time
being and taose Governments seen so far to have been quite
co-operative, e.g. they have lent us subordinate staff which
has been of the greatest value. As regards (b) it seems to
me that if aiy States such as the U#S. criticises the position
we have a perfectly good answer in that the Foreign Office are
taking over in April next and in ary cane it is the concern
of H.M.G, alone which of Is Departnents handles the matter. So
far as the Gulf States themselves are concerned there lias been
no suggestion of criticism and in fact the Sheikh of Bahrein
actually mentioned his preference for being under the Colonial
Office rather than the Foreign Office presumably on the grounds
that the Colonial Office were more likely to stand up for his
interests as against his larger neighbours.
