NOTE 01'. THE PERSIAN GULF The historical term used to describe the body of water between the Arabian Peninsula and Iran. ORDERS-IN-COUNCIL.
I have coripared the various Orders-in-Gouncil
relating to Bahrein, Kuwait, Qatar, the Trucial
States and Kuscat, and I have considered the
preparation of a general Order-in-Gouncil applying
to all these Shaikhdoms* The following points
should be noted:-
(1) The jurisdiction at present exercised by
is not Uniform in extent throughout the
various Shaikhdoms*
(2) Many of the regulations embodied in the
Orders in Council A regulation issued by the sovereign of the United Kingdom on the advice of the Privy Council. need to be adapted separately
to the local conditions of each Shaikhdonu
( 3 ) It may later be necessary to obtain the
agreement of the Shaikhs to some of the provisions
to be embodied in the new Order* The appearance
of a general Order-in-Council applying to all
the Shaikhdoms might give rise to much suspicion
and unnecessary confusion*
In view of these complications I think it will
be necessary to have separate Orders as at present,
adapting the regulations to local conditions, but
the same general pattern could be followed for
Bahrein, Kuwait, Qatar and the Trucial States A name used by Britain from the nineteenth century to 1971 to refer to the present-day United Arab Emirates. .
This pattern could be adapted from^r present Trucial
States Order (as being the latest and most up-to-
date of the Orders-in-Gouncil) with some possible
modifications as suggested in the following memo
randum. I would, therefore, suggest that a draft
Order-in-Govmcil for the Trucial States A name used by Britain from the nineteenth century to 1971 to refer to the present-day United Arab Emirates. should first
be prepared as a model and that this new Order
should then be adapted to the conditions of
Bahrein, Kuwait and Qatar.
