The Political Resident A senior ranking political representative (equivalent to a Consul General) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Residency. has now secured from all the Trucial
Sheikhs acceptance in writing of the position that jurisdiction
over British subjects and all foreigners (i. e. including Moslem
foreigners) is exercised by the British Government. In paragraph
3 of his express letter of the 22nd August 3 the Political Resident A senior ranking political representative (equivalent to a Consul General) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Residency.
has suggested that a draft Order in Council A regulation issued by the sovereign of the United Kingdom on the advice of the Privy Council. should be prepared in.
London^on the lines of the Qatar Order in Council A regulation issued by the sovereign of the United Kingdom on the advice of the Privy Council. with consequential
amendments necessitated by the cession of jurisdiction over all
foreigners instead of only non-Moslem foreigners.
I have gone through the Qatar Order in Council A regulation issued by the sovereign of the United Kingdom on the advice of the Privy Council. and made to tue
best of my ability the necessary amendments in red ink. The
following points call for special notice.
(1) The title of the Order in Council A regulation issued by the sovereign of the United Kingdom on the advice of the Privy Council. .
It seems to me that it would be (( more appropriate to call
this the" Trucial States A name used by Britain from the nineteenth century to 1971 to refer to the present-day United Arab Emirates. Order in Council A regulation issued by the sovereign of the United Kingdom on the advice of the Privy Council. than the Trucial Coast A name used by Britain from the nineteenth century to 1971 to refer to the present-day United Arab Emirates.

referred to in sub— paragraph(ii)of the definition of "British
protected person" on page 2 of the Qatar Qraer in Council. y
(2) The limits of the Order . (Article 2 of Part I of the
draft Order in Council A regulation issued by the sovereign of the United Kingdom on the advice of the Privy Council. ).
A difficulty anises here in that there is no agreed
geographical definition of the limits of the Trucial States A name used by Britain from the nineteenth century to 1971 to refer to the present-day United Arab Emirates. except
for°the Coast line. Inland, the boundary is in dispute with Ibn Saud
and not agreed with the Sultan of Muscat. Internally some of the
Sheikhs claim boundaries that overlap with each otner and in some
areas none of them exercise any effective jurisdiction o^ er the
smaller Chiefs. However, I do not think we can do other^ than
describe the limits of the Order as being the territories 01 the
Trucial Sheikhs.
(3) Joint Court . (Definition on page 3 ).
This will need thinking out a little. I presume that it
would be composed of the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. and of tne particular
Trucial Sheikh concerned (or his representative) and not of the
Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. and a representative of the Trucial Sheikhs as
a whole.

So far as I can see, the only alteration from the Qatar Order
in Council that is necessaiy is in Part I , ^ v 0 whici. as
now amended in red ink corresponds with 8 1(2) of the Bahrein Order
in Council, except that the word "severc-dly" has been inserted.
Subject to any comments which you may have, I think tne next
step will be to send a copy of the Order in Council A regulation issued by the sovereign of the United Kingdom on the advice of the Privy Council. as amended in
red" ink to the Foreign Office and simultaneously to the Political
Resident/
