Trucisl Sheikhdoms! it seems wall to relate proposed action to
position in Bahrain and Koweit. Jurisdiction over British
suhiects and all other foreigners in Bahrain rests on Sheikh
Esa r s letter of July 16th 1909* In Koweit jurisdiction was
ceded by Sheikh Abroad's lettec ^Qf N ovember 4th 1925 but this_
extends only to subjects and'rf 0 tedt§d ^ers-ons-of -nun Musiem
foreign governments.
2o YJhen question of cession of jurisdiction in Trucial Sheikdoms
was considered in 1959 it was dropped mainly on the ground stated
by F owle that Sheikhs were under the impression that the right of
jurisdiction over British sublets and non Moslem foreigners
already existed. We agree with Prior that present developments
render it undesirable to leave matters in this state any longer
and that position should be related to that in Bahrain and Koweit,
in both of which cases orders in council A regulation issued by the sovereign of the United Kingdom on the advice of the Privy Council. depend on formal written
agreements by Sheikhs concern-d.
3, Main difficulty in the present case seems likely to be
that it necessitates simultaneous approach to large number of
rulers who may be in theposition to consult together. Me are
however content to leave to Prior decision ca to the best method
and moment at which to make the approach to ^he Sheikhs concerned.
