shoula be made by the Foreign Office to the India
Office, but His Lordship did not j)ish to press this
suggestion. It is argued in your letter under reply
that the present excess of expenditure by India may
not continue, but, jjhile this is not denied, it
seems likely that the Government of India's
expendi ture in Persia u)ill continue to be m excess
of that incurred by the Foreign Office for at least
some years to come; and in the meantime it seems to
be unreasonable to continue a system of aavances
jhich have noj for some years ceased to be appropriate.
Lord Morley ventures to hope therefore taut on
reconsideration Sir E.Grey uiill agree with nun. tnat
the proposal made by this Office was reasonable and
moderate and that it shoula be carried into effect.
