overcome the difficulty viz, that a reciprocal agreement
should be proposed to the Persian Government providing
for the transmission of consular correspondence between
the Government of India and their officials in Persia
on the one hand and the Persian Government and Persian
Consuls in India on the other, in special diplomatic
bags having -the usual privileged treatment in respect
of exemption from Customs examination.
A similar arrangement has already been
proposed to the Persian Government in respect of
correspondence between the Foreign Office and the Tehran
Legation, and iifc is proposed to accept the Forei^i Office
offer to asK His Majesty^ Minister to propose to the
Persian Government, on behalf of the Government of India,
the conclusion of such an agreement. This seems
preferable to the Government of India’s suggestion that
they should ask the Minister themselves*
