The isolation hospital suggested is the former municipal (chiefly lock) hospi
tal.
It is on the outskirts of the town and at the same time accessible.
Epidemics of plague (which has already appeared), cholera, small-pox and
diphtheria have to be taken into consideration.
The advisability of encouraging vaccination aginst small-pox, to which the
people are a ready to some extent accustomed is most essential.
Jail 4. The present jail in use is the old Turkish
one.
- It is a very strong jail and though not constructed in accordance with our
standards, yet as a temporary measure, it might continue to be utilised as a prison.
The question of building a new jail on modern principles should be considered
as soon as possible.
The continuance of a British non-commissioned officer as Head Jailer at
present is in my opinion advisable.
