Foreign Department telegram dated 27th May, No. 1173. (1) Following
are amounts of expenditure up to 31st March exclusive of pay and allowances
(of) Maior Scott. Jail—Rs. 2,217-3-9, Medical—Rs. 1,857-5-0, Sanitary—Rs 100,
total Rs. 4,174-8-9. ( 2 ) Reasons are no trained staff as in India. Major Scott
acts as interpreter. All wages and allowances here higher than Indian scale
owing to conditions of life and higher rates prevailing. Even with this allowance
Scott ’s pay will only be Rs. 1,050. (3) Entertainment of lady doctor is not essentia |
and could remain in abeyance. (5) Surgeon-General Deputy , Director Medical I
Services, considers allowance really necessary. In fact he recommended Ks. bO.

Foreign Cox requests sanction to expenditure incurred in financial year
1914-15 on account of Medical, Sanitary and Jail administration, Basrah.
Details are as follows, Medical Department including salary of Civil Surgeon Ks.
3,477 : Sanitary Department Rs. 100; Jail Department Rs. 2,217, tota s. o,
We recommend that sanction be accorded.
Cox has also prepared, in consultation with military authorities, scheme
for establishment of suitable medical, sanitary and jail departments for Basrah
costing Rs 92,156, viz., Rs. 23,000 initial and Rs. 69,156 recurring and requests
sanction to its introduction. Scheme includes (a) grant o compensatory loca
allowance of Rs. 250 per mensem to Civil Surgeon; ( 6 ) estabhshment at Basr
