from the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. , Kalat, to the Secretary to the
Hon^le the Agent to the Governor General in Baluchistan.
I have the honour to report, in accordance with the
instructions contained in your 201-P of 19th instant, on the
statement of the Judicial Commissioner in Sind that a regular
organisation exists to decoy hoys from Karachi to Gwadur, and
convey them thence to he sold as slaves on the pearl fisheries
of the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. .
2. I have examined all the evidence forwarded to me and find
that some misunderstanding has arisen from the Court not being
aware that on hoth sides of the Gulf the terms Maxran, Makrani,
Baluchistan and Baluchis are applied only to Persian Makran and
Baluchistan and their inhabitants. In the Gulf Kalat Maxran
is invariably called Kech, and its inhabitants either "people
of Kech" or Hindustanis. And in Karachi the terras Makrani and
Baluchi are applied indifferently to the people of the whole
yu
coast from Pas£i to Bandar Abbas.
3. The evidence of this slave-dealing organisation was
collected in two cases which occurred a considerable time ago,
and at that time I endeavoured to obtain information on the
matter in Kalat-Makran.
The boys in these cases were landed at Gwadur which is
administered by the Sultan of Muscat, and were taken to Persia
through a narrow uninhabited strip of Kalat-Makran. The term
•upcountry• used in this connection is misleading.
I was, of course, unable to make enquiries in Gwadur, and
the only information I was able to obtain in Kalat—Makran was
that in smuggling from Gwadur into Persia the old arms
traffic route was still followed, i.e. by sailing boat across
Pushukan Bay* Prom eta here it is a night*s journey by camel
to the Persian border.
4* Prom the above it will be seen that Kalat-llakran and its
inhabitants have nothing to do with the cases under reference.
