Since the above minute was written we have
received Lr. Hugessen*s very interesting telegrams of
and April, on P.Z.2395/35 below.
2. At first sight these telegrams look not
unhopeful, since tne Persians state tneir readiness to
recognise our position vis.a-vis the Arab Rulers and the
independence of Bahrein. But it is I fear open to
Question whether in fact any real aavance has been made,
and it seems not improbable that we are faced merely with
a variant of the familiar tactics which have been adopted
by Persia throughout the negotiations of choosing a
particular point as the point on which some decision is
vital ana suggesting that if agreement could be reached
about this no difficulty would arise in any other area of
the field* at various stages we have been given to
