Could I not assist in
Shatt-el-Arab was the
my enquiry, he stated
promoting satisfactory solution? The
only important point, and in reply to
that Persian claim regarding transferred
territories was a negotiating point and he had authority to
withdraw it. Persian Government attached no inroortance to it
and questions relating to the rest of the frontier could he
settled quite easily. I pointed out once again necessity
for disposing of juridical issue which blocked the way to any
practical solution. Kazemi contested this and said Persian
Government could not agree to go to The Hague. But when
he spoke of M sovereignty" in Shatt-el-Arab, he was forced to
admit that sovereignty rested on a legal basis and could
only be settled by a legal decision. I re-emphasised need
for this decision and said that it seemed to me impossible
for two neighbouring countries to exist in circumstances
where one of them denied the validity of treaties which
defined their frontiers. Hanemi remained obdurate and
renewed his appeal.
(b) He reasserted Persian claim to the three islands,
which of course I contested on the usual lines.
His Excellency said that if only a solution of these
two matters favourable to Persia could be found, the rest
would be easy.
Could I not consider these points?
I told him I could give him no encouragement on either.
Our views on both were well known. \7e also had our public
opinion to consider both at home and on the Arab coast and
elsewhere, and he must not press me to make all the

This volume contains correspondence regarding wide-ranging negotiations that took place between the Persian Ministry of Foreign Affairs and the British Legation in Tehran, the aim of which was the agreement of a bilateral treaty between the British and Persian [Iranian] governments in order to resolve a number of outstanding issues including the status of Basidu.
