I have been approached indirectly by Minister of
Finance with enquiry whether 1 would meet him to discuss
re-opening of Duzdap railway. His arguments are those
given in Mr.. Mallet’s telegram No. 158 of 1933. He has
recently been in Khorassan and is impressed with need of
increasing trade with India else re-opening of railway
would he suggests be of advantage to Angla-Persian
Oil Company in getting their products to Khorassan.

©f 1933. The position appears to be the same now except
that prospect ©f resumption of general treaty negotiations
seem more remote than then, in spite of indication from
the Persian side at Geneva and in London last Autumn.
I presume that unless it becomes dear that general
treaty has been dropped it would be undesirable to treat
railway separately.
On the other hand if after it becomes dear that
negotiations will have te be dropped and we have recourse
to policy of dealing with outstanding questions on their
merits, the railway question might be discussed. Even so
it might be preferable to deal with the Gulf question
first (? but it should be) remembered that there is no
prospect of securing quid pro quo desired by the Government
of India in the shape cf non application of trade monopoly
law to Luristan.
On the whole I think it best to avoid or at all events
delay replying to Minister of Finance’s advances but i
should be grateful for your views.
