with Hoare now regard resumption ot negotiations on
his return in autunn as inevitable and ar'e considering
question ol basis, on which I shall shortly be
consulting you furthero Latest Persian move would of
course make it possible to deal with question of
Railway in isolation and possibly (though I do not feel
optimistic about this) to secure some further
concessions of nature suggested in paragraph 4 of your
air mail letter of 15th April NOo21 No But on review
of situation as a whole balance of advantage seems to me
if negotiations are to be resumed., definitely to rest
with retention of Railway in general balance sheet,
ft>reign Office are strongly of this opinion and
subject to your observations I propose to agree that
Charge d° Affaires should reply to Persians that we
cannot consent to its removal from General treaty
negotiations. Should negotiations break down there
would of course be no reason to delay extra-treaty
settlement as condition of which we could ask for
specific concessions of nature suggested by you,

This volume contains correspondence regarding wide-ranging negotiations that took place between the Persian Ministry of Foreign Affairs and the British Legation in Tehran, the aim of which was the agreement of a bilateral treaty between the British and Persian [Iranian] governments in order to resolve a number of outstanding issues including the status of Basidu.
