The Minister’s telegram speaks for
itself. The Foreign Office tell me that
they haa not anticipated that there would
have teen any political discussion of any
importance at this farewell audience and
in theii minutes they have very severely
criticised the line taken hy sir R. Hoare.
It certainly seems unnecessary to have
revived such sore points as the 1907
Agreement and only doubtfully wise to have
gone into the Question of the Press, even
though in both cases the Minister no doubt
hoped to smooth the path for his successor.

This volume contains correspondence regarding wide-ranging negotiations that took place between the Persian Ministry of Foreign Affairs and the British Legation in Tehran, the aim of which was the agreement of a bilateral treaty between the British and Persian [Iranian] governments in order to resolve a number of outstanding issues including the status of Basidu.
