cussed by the Sub-Committee at its Seventh meeting on June 11th
last, two new factors had arisen. Firstly the Law Officers' Report
showed that the Persian claim to Bahrein was without foundation;

SIR SAMUEL HOARE said that he agreed generally with the
Foreign Office attitude except as regards the time factor, which he
continued to regard as of lesser urgency. He was confirmed in his
view hy events in the Gulf during the summer, hy the Persian re
action to the strong protests we had made about the incidents at
Tamb and over the refusal of "exequaturs". He saw nothing to
suggest that Persia was in any way more anxious for a treaty than
before, or that Persian reactions to our Note had been serious.
He was inclined now to share Colonel Fowle's views that our position
at Henjam and Basidu was a liability rather than an asset,
