A meeting of the Ministerial Oonmittee has been
fixed for 3.30 on Biursday, 25th October, to consider:
(a) sir John Simon’s Memorandum, flagged,
suggesting that certain preparatory action should
he taken at Bahrein to provide for the contingency
of our being required to evacuate Hen jam at short
notice;
(b) Ihe discussion in the Official Middle
East sub-Committee on 12th October, flagged, at
which the Foreign Office spoke to Sir John Simon’s
Memorandum, and Mr. Knatchbull Hugessen gave his
provisional views as to future policy in Persia;
(c) The First Lord’s Memorandum, of which an
advance copy is attached, suggesting the postponement
of preparations at Bahrein; stating that in the
event of urgency the Admiralty could make the
necessary arrangements in the Gulf at very short
notice and that there will be no real time
(this is inconsistent with what the Admiralty saia
before); and urging that the possibility of a baseha
the Mus/andim Peninsula?should be considered. f
The two main questions which emerge for discussion
(a) Future arrangements for a naval station;
(b) Future policy towards Persia.

As regards (a), a historical note is attached on
the question of the practicability for political reasons
unfortunately Wty improbable that this suggestion can be
accepted. If it could oe accepted there would be everything
to be said for it: the Peninsula is strategically well
situated and we should be out of Persian territory.

loads to the conclusion that the Mus^andim project is
impracticable and that we are therefore driven back on
Bahrein as an alternative to Hen jam, prima facie there seems

This volume contains correspondence regarding wide-ranging negotiations that took place between the Persian Ministry of Foreign Affairs and the British Legation in Tehran, the aim of which was the agreement of a bilateral treaty between the British and Persian [Iranian] governments in order to resolve a number of outstanding issues including the status of Basidu.
