with the Persians about Henjam if we were not entirely
dependent on it.
CAPTAIN KING stated that the Royal Navy had used
Hen,jam for many years,, with the tacit acquiescence of the
Persians. He was not sure whether any new factor had
arisen which would justify a reconsideration of the
decision ieached by Ministers at their meeting on the
11 oh June aast* i.e. to maintain the ,f status quo’*.
Ihe Admiralty aid not want to commit themselves to
expenditure at Bahrein which might be unnecessary, in
vievv of the possibility of some arrangement, as
contemplated by Bir Reginald Hoare, for His Majesty’s
sni:s to continue to make use of Benjam; and he pointed
out that a major object in the Treaty negotiations had
been the right to use Henjam, and referred to the recent
indications that these negotiations would be revived by
tne Persian Government.
i-iB CHAIRMAN thought that the expenditure on an
alternative base at Bahrein should be regarded as a form
of insurance. The present situation was full of danger
and tne results of our eviction from Henjam and Basidu
without having an alternative ready to fall back upon would
be deplorable. The comparatively small expenditure in
volved in preparing Bahrein would to a large extent protect
us against the consequences of this danger. As in ail
cases of insurance, it was impossible to make any categori
cal statement about the precise extent of the risk involved.
It was a matter of guess-work and speculation, and it was
conceivable that the dangers which tiie Poreign Office fore
