while if we evacuate Basiau alone our doing so he a
substantial encouragement to Persia to demand, the
evacuation of Henjam, where our legal position is no
stronger. In the kiddle hast Committee on the 11th June
the Secretary of State indicated his own view that we
should he better off without Basiau, which was of no
importance, hut that Henjam was of very real value to our
naval forces, both for strategic ana climatic reasons,
until Bahrein was ready for use. Lord Hailsham, Lord
Londonderry, ana the Admiralty were in favour of
retaining both places).
4. The Admiralty, v/ho have discussed the question
at length with Colonel Powle, are, I understand, still
strongly opposed to evacuating either station and think
that the Resident exaggerates the dangers to prestige
involved in retaining them ana the risk that the Persians
may take active steps to secure our withdrawal from them.
The Foreign Office, as before, remain strongly in favour
of evacuation of ooth places as soon as possible. The
Secretary of State has suggested in his note the
possibility of another interdepartmental discussion on
this subject. The Admiralty are, I think, of opinion
that it is a matter which can only profitably be
discussed between Ministers. However that may be, now
that the Law Officers have expressed an opinion about
Bahrein we may expect the Foreign Office to come forward
in the near future with a proposal for further
discussion. For the moment I suggest that I might send
Colonel Fowle’s note on Basiau to the Admiralty under the
draft letter attached.
