elsewhere. The Resident considered that if we left
Basidu in our own time, as he had previously advocated,
it would he possible for us (as we had done in the case
of the Flag incident a year ago and also in the case of
the air route) to take the necessary preliminary steps on
the Arab coast and in the British Press to secure that no
loss of prestige was involved. If, on the other hand,
we had to leave Basidu under Persian pressure (whether as
the result of local aggression by Persia or after
reference to the League) there could be no question that
the effect on our prestige in the Gulf would be serious.
2. As regards the permanent stationing of a sloop
at Basidu, his view was that, on the one hand, to station
a sloop there would much reduce the risk of any incident;
but, on the other hand, it would not be overlooked that if,
despite the presence of the sloop, an incident occurred,
the mere fact that the sloop was present would tend to
aggravate it.
In fairness both to the Resident (who might be
called upon at very short notice to express an opinion as
to what action should be taken) and to the Commander of
the sloop, Colonel Fowle said that he thought it
desirable that H.M.G. should issue clear instructions, if
the sloop was to be retained at Basidu either permanently
or temporarily, as to what line was to be adopted in the
following possible contingencies;-
(a) if the mudir were to enter the British station
accompanied by armed soldiers, illtreat or tax the
inhabitants and then return to Persian territory;
(b) if the mudir, accompanied by an armed force, were
to enter the British station, illtreat or tax the
inhabitants, and then return to Persian territory leaving
a Persian garrison behind in the British station;
