In the light of the aiscussion in the

Ministerial Mhdle ^ast Gormiittee on tne 11th June,
±lagged, the Foreign Office, with the concurrence of
this Office, gave Sir R. Hoare, in their telegram of
4th July, No.65, on P.Z.4463, a brief outline of the
policy which had, for the present at any rate,
decided to pursue. They wish to amplify this telegram
by a rather fuller statement of the position ana sent
us a despatch for concurrence.

The despatch is, 1 think, generally
satisfactory from our point of view. 2 -instructs the
Minister to refrain from further discussion with the
Persian Foreign Minister as to the position of the
negotiations (paras* 5-7 of Sir H. Hoare*s draft at
flag K) ana to avoia further aiscussion with them on
tne subject oi Koweit. The Persian claim to Koweit is
far more unsubstantial even than their claim to
Bahrein and it is clearly unaesirable to become
involved in a controversy with them regarding it if
possible.

This volume contains correspondence regarding wide-ranging negotiations that took place between the Persian Ministry of Foreign Affairs and the British Legation in Tehran, the aim of which was the agreement of a bilateral treaty between the British and Persian [Iranian] governments in order to resolve a number of outstanding issues including the status of Basidu.
