Middle East Sub-Conmittee on 11th June. The conclusions
of the meeting are flagged on page la of the minutes.
2. The Foreign Office have now prepared the draft
telegram flaggedto H.M. Minister, Tehran, containing
general instructions based on those conclusions. The
draft has been approved by sir John Simon ana has also
been concurred in by the First Lord personally. The
second paragraph is understood to be the result of
consiaerable informal discussion between the Admiralty
and the Foreign Office.
As will be seen from the Admiralty letter of
a9th June, it is proposed to maintain the existing
arrangement for maintaining a sloop more or less
permanently at Basidu, as at present, and the reference
to •refraining from any action vis-a-vis of the Persian
Government likely to provoke them to demana our
withdrawal from either Basidu or Henjam* in the draft
telegram has reference to action at Tehran, while the
telegram might have been more clearly expressed, we
need not, I think, take exception to it, particularly
in view of the fact that the First Lord has approved
it as well as Sir John Simon, ana I submit that we may
inform the foreign Office that we too concur in its
terms. The Foreign Office propose, I understand, to
repeat it to Bushire and to the Government of India.

This volume contains correspondence regarding wide-ranging negotiations that took place between the Persian Ministry of Foreign Affairs and the British Legation in Tehran, the aim of which was the agreement of a bilateral treaty between the British and Persian [Iranian] governments in order to resolve a number of outstanding issues including the status of Basidu.

Arrangement

The subject 200 (Anglo-Persian Treaty Negotiations) consists of eight volumes, IOR/L/PS/10/1250-1257. The volumes are divided into ten parts, with parts 1 and 2 comprising one volume, parts 3, 4 and 5 comprising one volume each, parts 6 and 7 comprising the fifth volume, and parts 8, 9 and 10 comprising one volume each.

The papers are arranged in approximate chronological order from the rear to the front of the volume.
