were going to the law Officers at all it was necessary
to refer the whole matter to them in all its bearing and to
get the fullest possible information.
SIR JOHN SIMON agreed that the question to be
put to the Law Officers should be ’’Has Persia got any
rights in Bahrein? 1 ’
It was agreed that ail departments concerned should
supply all available information to enable them to arrive
at an opinion after consideration of all phases of the
question, and that they should keep in touch with each
other in connection with the reference of the case to the
Law Officers.
SIR JOHN SIMON pointed out that as long as we
remained at Basidu and Henjam we were exposed to unpleasant
treatment at the hands of an uncertain oriental, such as
the Shah was. If we were to try to maintain the status quo
this would have to be faced. He discounted any fear of
Italian penetration, as according to his information most
of the Italian officers serving with the Persian Navy haa
now left.
MR. RSNDEL stated that the Persian Government had
given us notice to quit Henjam as long ago as September,
1932. It had been tacitly agreed to regard this notice
as suspended so lo n g as negotiations were continuing.
It was probable that the notice would now be renewed. In
these circumstances it seemed very desirable to be ready
with an alternative at Bahrein as soon as possible.
THE CHAIRMAN said that it was clear that if any
incident took place the initiative, and, consequently
the responsibility therefor, must come from the Persians.
