noto to the Persian Government is tc attempt to "bring the
Persians to the point of resuming the treaty negotiations.
They suggest that it should he so worded as to place on record,
for use at Geneva if the occasion arises ? the readiness of
HoM.Government to settle all disputes with the Persian Government
hy direct negotiation. The Admiralty deprecate the use in such
a note of threats., which would certainly ho resented and which
we may not in fact find it convenient to carry out. The note
might, it is thought, commence hy reciting the facts of the
situation, including the long Persian delays over the Treaty,
the difficulties experienced with dhows, and the ill-treatment
of Bahreinis; and might go on to say that H.M.Government could
only interpret these facts as an indication that Persia did not
wish to he on friendly terms with Great Britain; that
H.M.Government regarded the draft treaty which has been
communicated to the Persian Government and which they are
prepared to conclude at any time as the hest means of avoiding
future dispute and friction; hut that in the meantime
H.MoGovernment must retain the necessary means to maintain the
obligations which they had for long assumed in the
Persian Gulf

This volume contains correspondence regarding wide-ranging negotiations that took place between the Persian Ministry of Foreign Affairs and the British Legation in Tehran, the aim of which was the agreement of a bilateral treaty between the British and Persian [Iranian] governments in order to resolve a number of outstanding issues including the status of Basidu.
