subsequent discussion by Ministers, and after discussion
with sir Louis Kershaw I explained this to the Foreign
Office yesterday. It will be seen that the matter has now
been referred to the Chairman of the Official Committee
for consideration. While, however, there is much to be
said for an official discussion, the point is not perhaps
one of vital importance, and if the other Departments
concerned would prefer an immediate discussion in the
Ministerial Sub-Conmittee the Secretary of State (despite
the pressure of his other comnittees) may see no objection

Ivjerits of the policy proposed . The Secretary of
State had indicated his own preference for adopting the
policy of "wait and see* 1 before the Persians broke off
negotiations and before the recent Persian reiteration in
the Majliss (and in a note to the ^erican Minister at
Tehran) of their claim to Bahrein. The reiteration of the
claim to Bahrein has not necessarily any special significan<
at this stage. It has been reiterated at frequent
intervals for many years past and while the Persians may,
of course, contenplate pressing this issue at the present
stage that does not necessarily follow from the terms or
the fact of their protest against the grant of an oil
concession to American interests in the island. Their
intimation that they are not prepared to continue
negotiations, except on terms which/would apparently be
quite impossible for us to accept, seems if anything a
further justification for adopting the policy of "wait and
see", we have lost our chance of telling the Persians that
we took no interest in the negotiations ourselves and were
prepared to let them drop. There seems much to be said,

This volume contains correspondence regarding wide-ranging negotiations that took place between the Persian Ministry of Foreign Affairs and the British Legation in Tehran, the aim of which was the agreement of a bilateral treaty between the British and Persian [Iranian] governments in order to resolve a number of outstanding issues including the status of Basidu.
