as matters stand, for talcing them at their word, now that
they have themselves allowed the negotiations to lapse (for
they are not formally broken off) and see how the situation
develops.

As for the specific suggestions put forward by the
Foreign Office, they purport to represent a firm course of
dealing with Persia. But in the first place, I doubt if
in fact they are any more •firm’* or "drastic" than the
earlier proposals put forward by the Foreign Office in the
Kiddle East Committee and by sir R. Hoare. What they amount
to is tnat we should voluntarily evacuate Basidu and Henjam
and that we should take action at Bahrein which will
constitute "an unanswerable challenge to the Persian claim
to Bahrein" (para.8). The Secretary of State has always beerjj
disposed to doubt the desirability of retaining Henjam and
Basidu and this was made clear in the Kiddle East Committee
onKay. But the desire of the Admiralty to retain
Henjam in particular must have some weight and it is not
for us to press the issue of withdrawal from either.
Moreover, whatever case there might have been for evacuating I
these points as part of a treaty settlement, the case for |
voluntary evacuation without any Quid pro quo and in the
absence of an immediate Persian challenge to our position '
seems more doubtful, I
