RECENT articles in British press regarding Bahrein oil are occasion for
renewed press campaign. One article states : ‘ ‘ Persia will prove her rights
before International Court of Justice." This is not unlike press announcements
of impending cancellation of Anglo-Persian Oil Company’s concession. More
over, I have simultaneously received from Minister for Foreign Affairs answer
to letter referred to in my telegram No. 56. He makes it plain that there is no
present intention of renewing treaty negotiations. In these circumstances, and
in view of fact that Bahrein may now be a gold mine, it seems to me possible
that above-quoted statements must be taken seriously, in which case a decision
upon our general attitude is urgent (see my immediately following telegram).

In reply to interpellation in the Majlis yesterday on the subject of Bahrein
Minister for Foreign Affairs, after reassertion of Persian claim and reference
to previous protests, stated that he had addressed a note to United States Minister
stating that the Persian Government did not recognise oil concession, and
requesting United States Minister so to inform his Government and oil company.
Minister for Foreign Affairs added that instructions to deliver similar note had
been sent to Persian representatives at Washington and London, and also at
Geneva for circulation to the League of Nations.
Minister for Foreign Affairs concluded: “It goes without saying that in
the future all steps will be taken which may be judged opportune.”
