hold untenable position# in her territory which would
enable her to score an initial success against us at the
outset or our adoption oi a firmer policy; and at the
same tine we should show clearly that we will not give way
over the Persian clain to Bahrain, with whose rulers we
have 1 ng been in special treaty relations. Both these
results could be achieved if we were to transfer the naval
station, which at present we so precariously hold on the
Persian island of Henjam, to the increasingly important
island of Bahrain.
8. The transfer of the naval station from Henjam to
Bahrain would thus not only constitute an unanswerable
c hallenge to the P e rsi an claim to Bahrain, but would also
(if accompanied by a withdrawal from the admittedly useless
and unhealthy station at Basidu), enable us to recover our
freedom of action by removing these two important
hostages from Persian hands.
9. Before doing so, however, His Majesty's
Government ought to be quite certain of their international
position at Bahrain. The Persian claim has hitherto been
regarded as entirely worthless, but has never been
subjected to critical examination. The Foreign Office
have therefore ccontinually irged that, as a preface to the
adoption of a firmer policy (which, in their view as well
as in that of His Majesty’s Minister at Tehran, ia new
becoming inevitable), the issue of Bahrain should be
referred to the Law Officers of the Crown for their opinion.
10. This view was developed by the Foreign Office
representative at a meeting of the Middle East Official
Sub-Committee oi the Committee of Imperial Defence on
May 4th but the other departments concerned did not agree.
