If we took the line suggested by Sir R. Hoare and
withdrew the railhead of the Rahedan railway from Nok
Kundi to Delbandin - which was one of the few measures
we could take against Persia which seemed likely to
have any effect - and if v/e told the Persians that we
the negotiations as at an endy they would
presumably try to' retaliate by denouncing the existing
informal agreement regarding the status quo in the
Persian Gulf

tion untenable at Basidu and possibly at Henjam. If
our hands were not to be tied;, therefore, in taking

preparation of an alternative station at Bahrein. In
order to obtain Treasury sanction for the necessary
expenditure at Bahrein, it would presumably be necessary
to be able to assure the Treasury that we possessed
reasonable security of tenure at Bahrein.

This volume contains correspondence regarding wide-ranging negotiations that took place between the Persian Ministry of Foreign Affairs and the British Legation in Tehran, the aim of which was the agreement of a bilateral treaty between the British and Persian [Iranian] governments in order to resolve a number of outstanding issues including the status of Basidu.
