unlikely - the Persians might v/ell strongly pr^ss their
claims to Bahrein> and even try to take us before some
international tribunal on the subject - if necessary
engineering some incident to give them the necessary
excuse. Such a possibility could not be ignored.
If, however, the firmer policy now advocated, which
seemed to have much to recommend it on general political
grounds, and which indeed broadly corresponded to the
policy of "firmness' 7 ’ towards Persia which the Cabinet
had at one time been inclined to authorise, were to be
adopted, it was essential that all the risks involved
should first be clearly faced and understood, and it
seemed to the Foreign Office that the principal risk
involved might well arise out of the Persian challenge to
our position at Bahrein.
It had always been taken for granted that the
Persian claim to Bahrein was worthless and that, our posi
tion there was unassailable. Mr. Eendel did nor wish to
question either of these assumptions. H, however, a
policy were now going to be adopted which might result in
our position at Bahrein being more actively and insis
tently challenged even than in the past, it seemed
essential that we should, in the first instance, be
absolutely clear as to the strength of our position. Bo
far no authoritative legal opinion had ever been obtained
on this question, and Mr. Rondel therefore suggested that,
before the main question of policy were xurther considered,
this point should be cleared up, i or the comidential
information and guidance of his Majesty’s Government and
in order to assist them in framing their policy.
He therefore wished to propose that in the first
instance the question of the Persian claim to Bahrein

This volume contains correspondence regarding wide-ranging negotiations that took place between the Persian Ministry of Foreign Affairs and the British Legation in Tehran, the aim of which was the agreement of a bilateral treaty between the British and Persian [Iranian] governments in order to resolve a number of outstanding issues including the status of Basidu.

Arrangement

The subject 200 (Anglo-Persian Treaty Negotiations) consists of eight volumes, IOR/L/PS/10/1250-1257. The volumes are divided into ten parts, with parts 1 and 2 comprising one volume, parts 3, 4 and 5 comprising one volume each, parts 6 and 7 comprising the fifth volume, and parts 8, 9 and 10 comprising one volume each.

The papers are arranged in approximate chronological order from the rear to the front of the volume.
