MR. SEAL observed that if this question was sub
mitted at present, it could only be done on partial
facts, as n® details of the Persian claim had been re
ceived. In the event of an adverse opinion being
given, the psychological effect would only make matters
more difficult.
MR. RENDER said that, in the light of the facts already
knswn about the Persian claim to Bahrein, an adverse opinion
seemed very improbable. Indeed, one of his objects in
suggesting a reference to the Law Officers had been the
hope that their opinion would remove all doubts on this
score, and confirm the assumption on which we had all
been working hitherto, that we had nothing to fear from
the Persians on this point. The situation moreover was
so difficult that it seemed desirable that we should,
wherever possible, know exactly how we stood. His
instructions were for these reasons, to press very
strongly that the question of the Persian claim to Bahrein
should be referred to the Law Officers for their opinion
without further delay. On the other hand, this proposal
had merely been put forward as a preliminary to the further
consideration of the general policy to be followed towards
Persia. It was obviously necessary to reach a decision
on the major question of policy with the least possible delay.
While therefore he could not definitely abandon the proposal
for an early reference of the Bahrein issue to the Law Officer
without further authority, he did not wish to continue to
press the proposal at the present stage if by doing so a
decision on the major issue of policy were likely to be
further delayed or rendered more difficult. In these

Arrangement

The subject 200 (Anglo-Persian Treaty Negotiations) consists of eight volumes, IOR/L/PS/10/1250-1257. The volumes are divided into ten parts, with parts 1 and 2 comprising one volume, parts 3, 4 and 5 comprising one volume each, parts 6 and 7 comprising the fifth volume, and parts 8, 9 and 10 comprising one volume each.

The papers are arranged in approximate chronological order from the rear to the front of the volume.
