Minister in these circumstances should make
representations to the Persian Government about
the delay in proceeding with the Treaty negotia
tions; indicate tha’c it was a matter however for
Persia rather than for His Majesty’s Government;
draw attention to the situation created by the
continued molestation of Bahreinis* and of Arab
dhows, which was a matter of immediate importance
to His Majesty's Government; hint that retaliatory
measures against Persians in Bahrein might have to
be considered in the first case, and appropriate
and even forcible action in the Gulf in the second
failing Persian redress.
The Minister to request a personal interview with
the Shah on the instructions of Hi s Majesty’s Government
prior to the Sheikh 1 's departure for Angora; draw
his attention to the delays in proceeding with the
treaty negotiations and the unfortunate effectwhich they
naa. produced on His Majesty’s Government; add that the
matter was »f course essentially one for the Persian
j-overnment ana that his Majesty’s Government were in
no hurry, and that if the Shah saw advantage in
noponing discussions until a later onte they would
oe content; refer to the incidents in connexion with
the molestation of Arab dhows (and possibly ^f Bahreinis)
and in general endeavour to ascertain the Shah’s
reaction.
s It was agreed that the reference, if any,
to be made by the Minister to this suoject
must depend largely on the opinion to be
expressed oy the Foreign Office as to the
j-^gal status cf Bahreinis in Persia and
the.extent to Fhich H.M. Government could
o.egitimately make any representations
on their behalf.
